POSITION SUMMARY

The Health Manager assesses, plans, coordinates and evaluates the operational functions in their area to ensure quality, cost effective case management and care coordination is provided. The incumbent promotes the development, review and revision of policies and procedures that adhere to local, state, and/or federal legal and regulatory requirements of assigned programs.

POSITION SPECIFIC INFORMATION

The incumbent is responsible for the assessment, planning, implementation, and evaluation of the Mecklenburg County Health Department (MCHD) WIC (Women, Infants and Children) Program service and processes for the newly integrated Case Management & Health Partnerships Division. WIC is a federally-funded health and nutrition program for women, infants and children.
The incumbent is also responsible for development, review, and revision of policies and procedures that adhere to WIC state and federal legal and regulatory requirements; provision of professional public health leadership for the MCHD; the development and coordination of quality improvement activities; the coordination of inter/intradepartmental activities; and the provision of professional/technical administrative management and direction for the WIC Program. Responsible for all fiscal aspects of the program including the issuance of eWIC debit cards and accountable for all financial aspects of the WIC Program. This position represents the Health Department on interdepartmental and multi-agency committees and planning teams to provide expertise and guidance regarding WIC Program services as well as being an integral part of public health response activities during incidents requiring departmental mobilization.

ESSENTIAL FUNCTIONS

- Interprets and ensures compliance with program policies, procedures and standards
- Participates in the development of policies and procedures for assigned case management and care coordination programs. Assures quality assurance activities and process improvement activities are conducted.
- Prepares and monitors program budget; assures necessary resources are available for WIC services.
- Participates in the development of policies and procedures for WIC Program and the MCHD
- Participates in community level planning to develop partnerships and linkages with healthcare providers and areas of collaborative practice to ensure programsâ needs are met
- Assures quality assurance measures are in place and process improvement activities are conducted.
- Demonstrates knowledge and skills necessary to provide oversight of all WIC Program clinic services to ensure the provision of appropriate care for women, infant and children clients and fiscal control over eWIC benefits.
- Manages and directs day-to-day services and resources, including human resources of the WIC Program within the MCHD.
- Interprets and ensures compliance with program policies, procedures and standards
Participates in the development of policies and procedures for assigned case management and care coordination programs.


MINIMUM QUALIFICATIONS

Experience: Two years of experience in public health or related field. Two years of supervisory experience.

Education: Bachelor's Degree in related area of assignment.

Licenses and Certifications: Valid NC or SC driver's license and the ability to obtain and maintain a County Operator Permit.


PREFERRED QUALIFICATIONS


Experience: 3 years experience in Nutrition, Public Health Nutrition, WIC or related area. 5 years of supervisory experience.


Education: Bachelor's Degree in related area of assignment, training or degree in nutrition or dietetics.

- The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Laws, legal codes, court procedures, precedents, government regulations, and agency rules, and the political climate.
- Expertise in area of assignment.
