Job Description and Requirements
This management position is responsible for the operations of the Congregate Meal program of Meals on Wheels by ACC (MoW) as well as developing, implementing, and monitoring all food service and sanitation practices regarding the safe handling of potentially hazardous foods to meet California Retail Food Code compliance standards for the organization. The position reports to the Program Director and works closely with the contract caterer, program staff, volunteers, and community organizations.
This position will: (a) oversee the development, implementation, monitoring, and evaluation of all program policies and procedures related to food safety, food handling and service, food delivery, and menu planning; (b) develop and provide nutrition education to senior participants that addresses the nutritional needs of older persons; and (c) build and maintain effective partnerships with congregate site community staff and contracted meal caterer to assure program requirements and goals are met.
Manage the day to day operation of the Congregate Meal program, serving 800 meals per day to seniors at 23 dining sites throughout the county.
Directly supervise 3 MoW site coordinators, one Nutrition Program Assistant and assigned volunteers. Interview and recommend candidates for hiring. Train, supervise, and evaluate performance of all direct reports.
Directly supervise 20 community staff and volunteer site coordinators. Train and supervise staff and volunteers in collaboration with contracted facility administration.
Develop and maintain cycle menus in accordance with Title lII C regulations for senior nutrition programs. Submit menus to the Area 4 Agency on Aging dietitian for review and approval.
Establish ingredient and nutrient standards for recipes created by contract meal caterer, based on approved menu and nutritional requirements.
Provide contracted dietitian services related to the development and maintenance of the menu and nutritional requirements to other senior nutrition programs that contract with MoWs meal caterer.
Ensure MoW is compliant with Title 22, Article 6 Elderly Nutrition Program Regulations and California Food Code (Cal-Code) related to nutritional requirements and the handling and delivery of potentially hazardous foods. Review changes in regulation, law, and legislation. Develop and recommend needed operational changes to comply with new regulations.
Monitor food quality, food handling and sanitation practices of congregate meal sites, caterers kitchen, and the Home Delivered Meal (HDM) program quarterly by inspecting service records and conducting onsite inspections. Submits inspections quarterly to Area 4 Agency on Agency.
Monitor food quality, food handling and sanitation practices of HDM meal delivery routes and work with HDM Supervisor to address food safety concerns.
Compile & summarize food quality/comment sheets from meal participants and nutrition site coordinators. Present comments weekly at the Food Quality meeting with contracted meal caterer.
Research, develop and present nutrition education quarterly to congregate senior participants. Research and develop monthly nutrition article for HDM participants. Provide clinical nutrition consultation to program participants as requested.
Develop, with the collaboration of the HDM Supervisor and contract meal caterer, the yearly in-service training plans and submit to Area 4 Agency on Aging. Approve all required food safety training.
Develop and provide nutrition and food safety related in-service training to MoW staff and volunteers quarterly.
Collaborate with contracted community facility administrators to assure congregate program services are administered per agreed upon contract. Effectively identify and solve program related issues related to staff training, alternate schedules and closures, and facility needs.
Research, recommend, and facilitate purchasing of food service equipment for Congregate Program. Manage equipment inventory and facilitate repairs with contracted service companies in a timely manner.
Meet regularly with Program Director to provide updates on current projects and information on operational or personnel issues.
Liaison to community agencies to coordinate efforts that ensure the nutrition and nutrition related service needs at congregate sites are met. Participate in various planning councils and commissions, provides training and team involvement as requested.
Participate in cost benefit studies, fund raising activities, marketing, and grant writing activities for continued program growth and development.
Prepare analytic and statistical reports and implement effective courses of action to maximize service delivery and improve cost effectiveness.
Direct and teach the activities of dietetic students and interns.
Participate with program staff at planning and supervisory staff meetings to resolve program issues and discuss new procedures.
Perform other tasks as assigned.
May require proper use and knowledge of body mechanics and safety mechanics. Work may involve bending from the waist, stopping, twisting, and lifting of objects not to exceed 35 pounds (except with the use of appropriate equipment). Compliance with all OSHA (Occupational Safety and Health Act) regulations is required.
Bachelors Degree in Dietetics or Nutritional Sciences, and Registered Dietitian status with the Commission on Dietetic Registration (CDR) required.
A minimum of 3 years related professional experience providing direct service in a public health or community nutrition program, preferably in a setting working with older adults.
Proficiency with Microsoft Office suite and nutritional analysis software such as Food Processor by ESHA.
Knowledge of Title 22 and Elderly Nutrition Program requirements preferred.
Effective supervisory, managerial, and interpersonal skills.
Ability to work with diverse language and ethnic populations.
Demonstrate professionalism. Work effectively and cordially with others at all times.
Effective verbal and written communication skills to interact with all levels of management, other employees and organizations.
Ability to plan, organize, and implement work and be flexible when a shift in priorities is needed.
Ability to work occasional evenings or weekends as needed. Must have a current valid class C California Drivers License and maintain driving record in good standing. Frequent travel within service area. Availability for periodic out-of-town travel.
